The root of the problem is the lack of independent institutions in Venezuela. Four of the CNE_s board of five are government sympathisers. The terms of three of them and those of seven supreme-court justices have expired. But the government has shown no inclination to reach agreement with the opposition on their replacements. Venezuela_s neighbours have recognised Mr Maduro_s victory but urged him to seek a consensus with the opposition. Reform of the CNE would be a good place to start.
